Catholic Education Diocese of Rockhampton Catholic Education Diocese of Rockhampton Chief Financial Officer | Strathfield Municipal Council Chief Financial Officer Job No: SMC274 Location: Strathfield Division: Corporate & Community Team: Finance Employment Status: Permanent, Full time Employment Arrangement: 35 hours per week with access to Council’s flexible working arrangements Salary Range: Remuneration Agreement About the Opportunity We are seeking a Chief Financial Officer to plan, lead and manage the Finance team of Council ensuring compliance with legislation and industry standards, executive management expectations of performance and deliverables. Contribute to the achievement of Council’s vision and corporate goals by supporting the development and implementation of key financial strategies, operational plans, financial policy and procedures and financial systems. Develop estimates of income and expenditure in accordance with Integrated Planning and Reporting requirements and Council’s adopted 2030 Community Strategic Plan as well as actively supporting the Executive Team and Council meetings. Provide support and advice to the Director, Corporate and Community Services in relation to the financial goals of the organisation and other special projects as required. To undertake this position, the following responsibilities and duties are entailed as follows: Provide professional and timely financial advice to the General Manager, Directors, and Managers in relation to: Council’s financial position, cost drivers/trends, risks and potential cost efficiencies, including service reviews and/or new revenue sources; All financial components of Council’s Integrated Corporate Plans including Long Term Community Strategic Plan, Long Term Financial Plan, Long Term Asset Management Plan and Workforce Plan; Annual financial statements; Council’s financial system and performance; Managing all aspects of the annual budgeting system including preparing annual budget estimates and tracking financial performance by reporting and analysing quarterly budget reviews. Ensuring the maintenance of the General Ledger and Financial Modules within Council’s Finance Platform (Authority). Ensuring compliance with all legislation and standards relating to financial planning and management in local government. Manage the investment of Council’s funds in accordance with Council’s Investment Policy. Guiding the direction of the Finance Section in line with Council’s strategic priorities and driving the financial component of Council’s integrated planning framework, policies and procedure. Supervising staff, undertaking performance appraisals, actively promoting and encouraging the professional development of finance staff and building a strong team culture within the Finance Section. Attend Council meetings and addressing Council on matters relating to the financial management of the organisation on an ad hoc basis. About you As the successful candidate, you will have: Tertiary qualifications in accounting, CPA accreditation Current NSW ‘C’ Class Driver’s Licence Demonstrated ability and experience in leading & motivating teams in the successful delivery of civil infrastructure works and services. Well-developed service delivery, project management and contract management skills successfully utilised in delivering civil infrastructure works and services. Extensive experience in financial management and budget development and control to ensure cost-effective delivery and maintenance of services. Strong interpersonal & communication skills (written & oral) together with proven ability for negotiation, conciliation and/or mediation. Ability to engage staff and stakeholders and work collaboratively. Ability to represent Council to external organisations, customers and members of the public. Computer literacy enabling proficient use of business computer applications and software such as Microsoft Office, customer request management systems, records management systems, finance and procurement management systems.
